Not just “there is a risk.”See where the issue comes from.

The purpose of a public standard is not to label a quotation as good or bad. It gives recurring document issues a consistent language so you can understand what is being checked, what is missing, and what should be clarified next.

Review focuses on document information and structure rather than sentiment or impressions about a contractor.

Each criterion preserves what is checked, a common example, and a direction for supplementing the document.

FOUR REVIEW DIMENSIONS

The 30 criteria are not random checks.They map to four core dimensions.

SII does not look at the total price alone. Transparency, consistency, reasonability, and executability are used to assess whether the document can be understood, compared, clarified, and used as a basis for execution.

Transparency

Checks whether prices, materials, brands, specifications, and scope are clearly disclosed instead of being hidden behind vague labels or lump sums.

Consistency

Checks whether units, quantities, amounts, dates, and scope remain internally consistent across the same document set.

REASONABILITY

Reasonability

7 criteria

Checks whether payment, fees, and pricing structures have enough documented basis to be explained and cross-checked against the quotation itself.

Executability

9 criteria

Checks whether schedule, acceptance, warranty, change, and responsibility terms are defined well enough to support execution and later communication.

Understand which part of the document the criterion is actually testing, not only the risk label.

Add the missing specification, term, payment condition, or responsibility to the document and confirm the updated version.

SII-R is SII's own quotation-document review framework. It is not law, engineering appraisal, price appraisal, construction-quality assurance, or a contractor determination. Triggering one criterion does not by itself mean a contractor is unlawful, malicious, or necessarily overpriced.
